INTRODUCTION
Wheel clamping and vehicle removal has proved to be the most effective
deterrent and cost effective solution, to eliminate unauthorised
parking both on and off street.
With more and more vehicles on the roads than ever before and a
poor public transport system if you provide parking for staff, customers,
visitors etc, it has become a burden beyond belief. We at F &
M (CP) Security will relieve those pressures simply, professionally
and cost effectively, allowing you to concentrate on what you do
best - your business.
Wheel clamping is a sensitive issue and our aim is to always ensure
that the motorist is clearly informed of the parking restrictions
by using large clear prominently located warning signs displaying
the restrictions.
We strive to ensure the offenders are treated professionally and
fairly (we have an Appeals & Complaints Procedure), to achieve
this all our staff have completed a BTEC Level 2 Award in Vehicle
Immobilisation & Conflict Management and are currently licensed
with the SIA as required by law.
HOW IT WORKS
Once we receive the signed Parking Control Contract, we arrange
for one of our area managers to visit and survey your site, discuss
requirements and identify your needs and decide upon the parking
restrictions and number of warning signs required by law.
We then arrange for our maintenance division to erect large clear
warning signs informing motorists of the restrictions in place,
clearly stating in unambiguous terms the consequences of parking
illegally.
Where needed we issue your authorised vehicles with Parking Permits
(click here for details), or we shall recognise your permits if
you already have permit scheme in operation.
Our uniformed Parking Officers then patrol your site randomly but
regularly in our sign written vans, should they identify an illegally
parked vehicle they shall will affix a Home Office approved wheel
clamp and a sticker informing the motorists how to obtain release.
(No reference is made to you, the site owner).
Of course should you identify and illegally parked vehicle between
our patrols, you can call our computerised Control Room, where they
shall locate the nearest mobile patrol using our live vehicle tracking
GPRS system and ask them to attend ASAP.
Once our computerised Control Room receives a request from an offender,
who may pay using credit/debit card or cash, it is radioed to the
nearest patrol so to insure our patrols attends quickly. Upon payment
the offender is given a full VAT receipt together with a copy of
the Appeals & Complaints Procedure.
May we add that lone females, offenders with children and the elderly
are given priority for release.
QUESTIONS AND ANSWERS
What does it cost us?
The service is totally free of charge; no maintenance fees, no contract
fees, FREE signs and FREE uniformed, random mobile patrols in modern,
sign-written vans.
What
happens if the signs get vandalised or stolen?
We offer a maintenance guarantee that should this happen throughout
the Contract period that we shall replace the signs as necessary
at no cost to you.
We
already have no parking and clamping signs but it has not stopped
illegal parking?
As our signs clearly show our Company name "Parking Control
Services", along with clamp release fees, Control Room phone
number and clearly belong to a wheel clamping company, due to the
design and wording. Motorists take more notice of our signs and
obey the restrictions, should they not our enforcement takes care
of the small number of motorists who ignore the signs.
What
happens if you damage a vehicle on my property?
We carry full Combined Liability Insurance (see our certificate),
which covers us, to work on your property and we shall indemnify
you against any claims that could arise.
We
had a clamping company before but they never patrolled our site,
are you different?
We, as a professional licensed wheel-clamping company, monitor and
patrol all our sites regularly as this is our main source of income;

Do
I need a minimum amount of land / car park spaces?
No, as long as one vehicle can park, that's enough and there is
no maximum.
LEGALITY
The law requires that large, clear warning signs are placed throughout
the parking area, informing motorists of the parking restrictions
in place so that they are easily visible from wherever a car may
be clamped and, should they park in breach of the parking restrictions,
they will be entering into a contract agreeing that we can clamp/remove
their vehicle and charge them to release and/or return the vehicle.
By parking, the driver automatically enters into a contract with
us to clamp or remove their vehicle.
WARNING:
As of the 3rd May 2005, you will be prosecuted for using the services
of an unlicensed wheel clamping company. The government has brought
about legislation that all wheel clamping companies must be licensed
through the Security Industry Authority (www.the-sia.org.uk), by
employing unlicensed wheel clamping operatives you will be committing
a criminal offence.
You could be liable for a maximum fine of £5000 and up to
5 years' imprisonment.
F & M (CP) Security are one of the first Companies to have its
entire staff and directors successfully complete a 35-hour training
course and obtain SIA licenses as required by law.
Appeals Procedure
All offenders can appeal against wheel clamping and removal by following
the procedure below:
- All appeals must be in writing only (they will not be dealt with over the phone).
- The original clamp-release fee receipt must be enclosed (it will be returned with the appeal response).
- A Stamped Addressed Envelope must be enclosed (no SAE, no reply).
- All appeals made must be received in our office within 14 days of the date of the offence as on the receipt.
- All the above must be followed to ensure a reply and set to the address below.
- All appeals will be responded to within 21 days of receipt.
Photographic Evidence:
Offenders should note before making an appeal that all vehicles when
clamped or removed are photographed by digital camera, which is date-
and time-stamped showing the offence committed.
Photographs are for internal use only and they will only be passed over
to a specialist debt collection agency and used as prosecuting evidence
in any court case against you. We do not supply this evidence to members
of the public.
